I think his question is more concerned with the infield track, Gary!
My limited Indianapolis references don't mention any infield track at that date and perhaps it's merely a flight of fancy on behalf of the artist. He also seems to have taken liberties with the main track, since - even allowing for perspective - the straights don't look parallel to me: more like Sitges than Indy! The first race meeting at Indianapolis was supposed to be on July 4th 1909, but it was postponed until August due to construction problems. However, the first event there was a balloon race, held in June: note the Santos-Dumont-esque dirigible in the picture.

it was part of the original planning to do a "road racing " in the inner part to be build later , but they realize after the first race that a gravel and tar surface wasnt good enough and its then that they redid the whole track in brick and after that it was the construction of new bleachers and new tunnel and so and so and the innner track idea was drop , its the first time i see a pictures of the project its much better that the track they use now for the grand prix ;)

Is it my imagination, or has the artist drawn the cars going clockwise round the oval? Look at the car in the foreground on the 'road circuit', it's going from left to right, then follow the course round.

No, Duncan, it's not your imagination. In fact there are cars going both clockwise and anti-clockwise!
