I want to see Sauber, but I think it's far more likely they will join in the place of Stefan than of one of the other new teams.

No idea, but the "AUTOSPORT has learned" bit implies that Autosport had directly contacted Toyota or had access to an insider source recently.

I'm sure there was a similar statement a few weeks ago, but can't find where I saw it.
I'm baffled at Toyota not wanting to sell the team. You'd think that they'd like to make at least a token return on their investment.
Still, at the same time, it secures the future of Sauber, which I am pleased about.

Perhaps if their F1 operation were completely seperate to some of their other activities they might have, but as it's all housed under one roof all they could effectively sell off is their entry, and I'm not sure if thats allowed.

Heidfeld will probably wait on Mercedes to make a decision on their drivers before sticking with the team. Why is the FIA still referring to them as BMW Sauber?

I'd put money on that pairing. Heidfeld isn't going to wait around forever for Merc to make its choice, and he firmly has a home at Sauber. But he better be on it next season, because anyone who puts 2+2 together realizes that if Bianchi continues down his Hamilton/Hulkenberg path, Ferrari will want to put him in a seat in 2011.
This was clearly the right thing for the FIA to do. Justice is served to a whole host of nice guys and class acts.

Rumors suggest that Petrov will be the pay driver alongside de la Rosa.

Not exactly, AFAIK, they still have to sign the CA and they will be a new entry.
But the transfer of BMW's shares to Sauber would only take place after FIA had confirmed the grid slot.

Why is it stupid?
The article mentions 7 drivers in total, it could be any 2 of them or even somebody else. All of them are good enough to warrent a drive at Sauber.

Fisi would be a pay driver. He would likely come as part of the engine deal, but with proviso that he is released to Ferrari if they need the 3rd driver.

There's rumours galore on another forum, that Renault have sold out to ProDrive.
So it could well be that Kubica will be in the Merc next year.
