They are not illegal.
For one, the teams can run whatever they like(within reason) during tests.
Two, I'll take an expert's opinion on its legality(Scarbs, in this case) over an everyday armchair critic.
Three, there's no way on earth Ferrari would run something that is so blatantly out of the rules unless there was a grey area somewhere(in which case, neither you, nor I would be in a qualified position to debate the details), or they were using the current system as an interim solution.
Four, no teams and no respected publications are raising any sort of fuss over it. When there's something being run by the opposition(especially something like this, which is designed specifically to be used in races) thats clearly different than how they've interpreted a rule, then there's *always* fuss.
Perhaps Ferrari are just idiots, though. Perhaps they've just not read the regulations, and will have to concede that they're following the direction of various forumer's and daytime talkshow host's advice on how to build an F1 car. After all, they are just a bunch of ignorant Italians, right?
Or they know that the FIA will support them no matter what so they can run whatever they want.
